The article examines the peculiarities of the state cultural policy in relation to domestic private entrepreneur-ship. For their analytical assessment, a conceptual distinction of social interaction at the macro, meso and mi-cro levels is introduced. State policy in the field of entrepreneurship is implemented at the meso-level, where the processes of interaction between communities and organizations take place, as well as their interests and capabilities are manifested. At the same time, public structures act as intermediaries between the state and the microlevel, that is, entrepreneurs and individuals. It is shown that non-profit organizations perform a compensa-tory function in relation to those spheres of sociocultural life of society where the direct impact of the macro-level on the micro-level is difficult, not provided with administrative resources or powers. The author gives an idea of ideally functioning parties, movements and associations in the sociocultural sphere, the interaction of which is based on complementarity, rather than on competition and struggle. Stability of such a social mecha-nism is proposed to be ensured by the creation of a branched public-state structure that collects, processes, disseminates information about socio-cultural processes, problems and vital interests of various social groups at the meso- and microlevels.

We analyse the association between poverty indicators and social relations using nationally representative data from Hungary. We focus on four poverty indicators (the three standard indicators of Eurostat and perceived financial problems) and a rich set of social relationship indicators (18 variables). Material deprivation is the most strongly linked to the measures of social ties and social integration, whereas income poverty is associated the least strongly with them. Although income poverty is probably the most widely used poverty indicator, our results suggest that material deprivation and even subjective poverty reflect better the multidimensional nature of poverty and social exclusion.

In a context of profound changes in public policy, this thesis investigates the relationship between associations and public authorities by consolidating an approach in terms of interactions. Relations between these two entities are often considered unilaterally, pointing solely the increasing influence of public intervention on the functioning and projects of non-profit organizations, whereas this thesis looks also at the impact of associations on government, which is less explored in the literature. Associations providing social and "médico-social" services in the Languedoc-Roussillon Region are studied by a combination from qualitative and quantitative data. The theoretical perspective mobilized is a socio-economic one. It is built on the criticism of economic standard current according to which associations are perceived only through their economic role of service providers. By considering the political role of associations as well, this thesis adopts a more complex approach. Moreover, this approach is historically and institutionally contextualized, as suggested by the Institutionalist theory. The analysis of the changes in the regulation of the welfare state since 1945, leads to the characterization of the current model that oscillates between an enhanced supervision and a competitive tendering of the associations. This article examines the Chinese state's interactions and influences on the development of non-governmental organizations (NGOs) through a corporatist framework. It suggests that not only is the central state actively involved in the development of NGOs, but increasingly the successes of NGOs are determined by their interactions with the local state. We profile NGOs in Shanghai, of varying sizes, budgets and issue-areas, as a case study to understand the interplay between NGOs and the local state. The article further discusses reasons behind the growing shift from central to local state influences, and the potential future implications for state-NGO relations in China. (J Contemp China/GIGA)

Dans ce cadre, elles exercent également une fonction de porte-parole des personnes dont les besoins sont laissés de côté par les politiques. Aussi, l'approche est contextualisée, historiquement et institutionnellement, comme suggéré par la démarche institutionnaliste. Sont ainsi étudiées les évolutions dans la régulation de l'État-providence depuis 1945 pour aboutir à la caractérisation du modèle actuel, oscillant entre encadrement renforcé et mise en concurrence des associations. L'exploration des dimensions organisationnelles et stratégiques des associations permet enfin de mettre en évidence, au-delà de la rationalisation, la diversité des positionnements associatifs dans leurs relations aux pouvoirs publics, là où les acteurs sont souvent considérés de façon homogène et non différenciée.
